All you need to do is put your nickname in the username box and click connect. None of the other info is required.
If you see a dropdown box that says "this application has an unsigned certificate" or something like that, choose the "Run" option.

If no one is around, wait a few minutes, people are dropping in all the time.

If you already use mIRC or one of the other chat clients, you can connect to the harbor at irc.harbor-of-refuge.org port 6667.

I just checked it and it's up and running. It does get flaky here and there. Usually if you try again in an hour or so it will work.

You can also connect with an IRC client. I use Chatzilla (a Firefox addon). try the link:

irc://72.20.24.17/bipolar

In your browser or IRC program and see what happens. This won't fix things if the IRC server is down but sometimes you get more intelligible error messages.
